题目：Pride and Prejudice: The Ideas Roots of Governance Dilemma in Inner Mongolia Grassland

摘要：Why have China’s continuous efforts for decades still failed to relive the general trend of grassland degradation in Inner Mongolia? The direct reason is that the current grassland institutional arrangements, “the double-contract household responsibility system (HRS) of livestock and grassland”, has some serious cognitive mistakes and thus incompatible with the tradition and reality of grassland in Inner Mongolia. Moreover, the deep root behind double-contract HRS lies in the pride and prejudice from the strong inland farming culture, which is incompatibility with grassland animal husbandry. The misalignment of institutional logic in grassland policy has created a collective action problem that is more costly and more difficult to solve than the inefficient problem of “eating from the same big pot” under the people’s commune system. Our conclusions are proven in the multi-faceted reflective study of the grassland management system in Inner Mongolia. On this basis, this article proposes a few suggestions as the basic bottom lines for future grassland governance in Inner Mongolia, to maintain the balance of ecological protection, economic development, and herder interests.
